Secondary raw materials, with precious metal content, are in part designated as scrap. In Germany, such materials are already considered to be scrap as soon as they undergo any form of processing in a metal recycling plant.
The European Waste Law regulates the identification of these materials by means of waste key codes. Certain types of scrap are determined to be “hazardous” waste. Their shipment and transfer are subject to specific regulations which apply the world over (Basel Convention; European Waste Avoidance and Management Act).
In Germany this European law is implemented under the Waste Catalogue Ordinance. Parallel to this, the Regulation of Carriage of Dangerous Goods by Road and the Hazardous Materials Act are also applicable.
